And Unlawful and Malicious Interventions of Hostile States
In Iran's Domestic Affairs
The Embassy of the Islamic Republic of Iran in Hanoi expresses its profound sorrow and condemnation over the continuous and hostile interventions of the United States and the Zionist regime of Israel, and their shameless and unequivocal support for terrorism and armed insurrection, which in recent days have led to the deaths of many Iranians, including innocent children and scores of law enforcement personnel, as well as widespread destruction of both public and private properties.
In this regard, the Embassy, alongside with the Iranian people and government, has announced a period of three days of national mourning, firmly condemning the hostile policies and unlawful interventions of these foreign actors.
In recent days, senior officials of the United States, especially its President, in parallel and simultaneously with the criminal Prime Minister of the Zionist regime of Israel—who last summer committed an outrageous and illegal violation against the territory of Iran—have issued statements and public remarks declaring official interventions in inciting unrest in the streets of Iran, encouraging disorder, making unlawful threats of military action against Iran, and spreading widespread lies and fake news in cyberspace.
Their objective has been to obstruct the Iranian people's legal right to peaceful protest, leading to peaceful demonstrations being hijacked by the deployment of terrorist teams, targeted killings of civilians and security personnel, and the burning of public and private properties, turning peaceful protests into a bloodbath.
No principle or rule of international law permits any state, under the pretext of human rights claims or the guise of "supporting the people of another country," to incite violence, destabilize societies, encourage the violation of laws, support terrorism, or engineer social unrest.
These hostile and unlawful efforts are direct result of past colonial sentiments of such regimes, vehemently threaten international order and global peace and security, and are in direct contradiction to international law. They cannot be used as a tool to justify unlawful interventions, illegal threats of the use of force, or the continuation of hostile and interventionist policies.
According to Article 2, Paragraph 4 of the United Nations Charter, all Member States are prohibited from threatening or using force against other countries under any pretext. Additionally, Article 2, Paragraph 7 of the UN Charter categorically prohibits any intervention in matters that are essentially within the domestic jurisdiction of any state. Adherence to these obligations is mandatory, unequivocal, and an inherent part of the responsibilities of states in the international system.
Furthermore, the United States and the Israeli regime, based on the rules governing international state responsibility, bear full responsibility for the harmful consequences of their unlawful actions in violation of international law. Under international law, when the actions of a state are likely to cause serious harm, that state will bear full responsibility for the consequences.
The transformation of peaceful protests into violent, terrorist-driven actions, vandalism, anarchy, killings, looting, attacks on police forces and military centers, burning places of worship, and widespread destruction of public and private properties are direct consequences of such illegitimate interventionist policies. The full responsibility for the results and repercussions of these actions rests squarely and unequivocally with the United States and the Israeli regime.
Decades of hostile and interventionist U.S. policies against the Iranian people, including unlawful support for the illegal invasion of Iraq by Saddam Hussein, plots for several failed coups, the downing of an Iranian passenger plane, coercive measures, unjust and unilateral sanctions, have severely violated the fundamental rights of the Iranian people, including their right to life, health, and development. This dark record of unjust hostility was further exacerbated by the 12-day aggressive war in June 2025—a war in which civilians, non-military infrastructure, and even peaceful nuclear facilities of the Islamic Republic of Iran under the oversight of the International Atomic Energy Agency were targeted, resulting in the deaths of over 1,100 innocent Iranian citizens. This unlawful and egregious aggression continues in a different form today.
The "right to hold peaceful assemblies and demonstrations" is explicitly recognized under Article 27 of the Iranian Constitution, and any abuse of the peaceful gatherings and demonstrations of the Iranian people by foreign enemies to threaten military action, incite unrest, encourage disorder, and support terrorism, murder, and bloodshed constitutes hostile, abhorrent, and unlawful actions that the international community must collectively condemn.
The destabilizing and interventionist actions of the United States directly undermine the Charter of the United Nations, violate the fundamental principles of international law and the responsibilities of states, and pose a grave threat to international peace and security. The continuation of such behavior, in the absence of effective counteraction by the international community, will set a dangerous precedent, severely destabilizes the international peace and order based on rules that the United Nations has established.
The Embassy of the Islamic Republic of Iran in Hanoi emphasizes that the Iranian people, as a peaceful and independent nation on their path to continuous growth and development, relying on national will, political independence, and popular sovereignty, will not allow their national interests and security to be destroyed for the malevolent and unlawful foreign interventions and interests.
The Embassy and the Iranians government call upon the international community to adopt a responsible position based on international law in response to such dangerous actions that contravene international law.
